I use 1/3000 scale ships from either Navwar or Davco, and use General Quarters Rules.  Rumour has it that a new set of GQ is in the offing, but it seems to have been in play test for years. Apparently they are looking for a publisher at the moment, but I wouldn’t hold your breath waiting.  Get the existing set if you can find them.
